It is an irregular (شاذة) qira'a. It is to be interpreted as an explanatory addition (tafsir) by a sahabi, not part of the Quran itself.

Yes, you can recite a small portion of a long Surah. As I know your recitation should be at least three small ayahs or a long ayah which equal to three small ayahs and the sky is the limit! Zajakallahu Khair.
According to the books I looked at, the meaning of صلے is given as an allowed stop but not recommended. This means you can stop if you wish but it is better to continue.
