My teacher doesn’t accept the punishment that has been authentically mentioned in the Quran and Sahih hadith. More specifically, he doesn’t accept the ruling that in this recent and modern day and age, anyone should be punished for stealing by cutting hands or A life for life or execution for apostasy or he believes some rulings/punishments are not suitable in these days etc. So, is he still be considered as a Muslim? (I'm not typical emotional Muslim who thinks that this is high tine to kill some kafirs or who takes such actions that are only for the authority/heads of the country to decide ; so you can answer my question without any hesitance)

Yes it is kufr to believe that the Islamic punishment is not applicable, or that they are not suitable.– UmHMar 16 at 12:01
