Can Does 94:7 forbid a Muslim go forfrom going on a vacation?

Consider this ayatayah from Surat Ash-Sharĥ:

فَإِذَا فَرَغْتَ فَانصَبْ

فَإِذَا فَرَغْتَ فَانصَبْ

(Qur'an 94:7Qur'an 94:7)

According to Sahih International this is translated as,

So when you have finished [your duties], then stand up [for worship].

And some other translations translate this ayat as

Therefore, when thou art free (from thine immediate task), still labour hard,

This has been translated a number of different ways, but they all convey the same basic message: When you're not working you should either "stand up [for worship]" or "labour hard".

By vacation, I mean quiting constructive work and having a rest for some time. For example, I mean your work or school can give you some time off, but you can still do some constructive work on your free time, so my question isn't about that. I am asking about the situation where you go to a place for a while to do nothing but rest, or staying at home doing nothing (still doing obligatory ibadat though).* By vacation, I mean stopping constructive work and taking time off just for rest and relaxation. For example, even though your work or school can give you some time off, you can still do some constructive work on your free time, so my question isn't about that. I am asking about the situation where you go to a place for a while to do nothing but rest, or staying at home doing nothing (still doing obligatory ibadat though).
